I got it, Jim!

In place of the file name in the switch spot use "%1" just as I did in the below command line:

IF %a%==1 ("C:\Program Files\Adobe\Reader 11.0\Reader\AcroRd32.exe" "%1")

It works just fine when the pdf is in the same folder as the bat file, but there are are some challenges in other folders.  Maybe that can be resolved by updating the path, but being command line perhaps long file names come into play too. 
-I'm only here because my flux capacitor is broken.

If the path doesn't resolve the issue, I bet you can put the bat file in the temp directory that Outlook uses and it'll work fine.
