OS7100 SIP call delay

We have a customer that is experiencing a delay after the call reaches the AA. Ive seen some post in the past about this, but cannot seem to find it now with a solution. Any help would be appreciated.

Is this delay - a delay in the call being answered (several rings) or it answers but no audio or ?

The only time is see a noticeable delay is when I forward a sip inbound call, out to a cell phone. The call build up takes a second to hear the caller, usually a "hello" then a second "hello" is heard?
