One way audio on VoIP intercom calls

I have a 7200 with a MCP version 4.30i and a MGI card v1.26.  We have some 7 button ip phones in California and we are having some strange issues.  Intermittently these phones are having a one way audio issue (they can hear you but you can't hear them) but it seems to only affect intercom and voicemail calls.  They are still able to get on a outside line and call out with 2 way audio working. 

Have you heard of this before? It seems odd to me that the outside line works when the intercom doesn’t. The one way audio happens when they call digital phones off the main system in Iowa.
