Got a DK-280 with a strange problem on 2 lines , this problem doesn't happen all the time, but you can access the 2 lines in question and sometimes you don't get dialtone and sometimes you do. When you don't after 4 sec. you hear a re-order tone. Called Windstream to look at the channels in question, when I am not getting dialtone they said they are seeing a "1" being dialed pulse. I have replaced CO cards

How are you accessing the lines, line buttons,LCR, Pooled keys?

May want to swap them with other CO lines and see if it still happens. I'm guessing RF interferance. Do they have any ferrite core magnets on the stub cables?

 when trouble shooting Friday I took a line they don't use and hooked it up to one of problem lines and couldn't get it to give me trouble, So I had Windstream move the numbers to different channels on there equipment. What I don't understand they said it was dialing the "1" in PULSE ??

Pulse dialing is very strange, are there any other devices hooked to those lines?  Since you can hook up an unused line and not have the problem, it would suggest that the cause is not the DK.

No nothing else hooked to them, thats what I thought also. Windstream says there no way its there problem.
