What if you take the MOH away from the phone system and tie it to the individual trunks? 

The problem with anything based upon impedance would also rely upon consistent line voltages.  With every Tom, Dick and Harry out there as "service providers", there's no such thing as a guaranteed 48 volt POTS line anymore.  We've all seen them ranging from 24 to 60 volts.

Good point, Ed.  We'd have to build or own version of an ATA, taking the trunk and handing it off to our own trunk generator.  Could build one easily enough out of an old phone cabinet, but at this point it's starting to get heavy.
